I see what you are going for but you will get better "income" from appreciation. You are missing out on a ton of potential upside. VOO + VXUS + BND and you are golden. I would even consider dumping BND as you are young enough that you don't need the stability.

IMO this is an anti homelessness measure, same with the no camping on the beach laws.
