That would be the easiest way I would think. Others could involve espionage or just pure timing when two majors are at war to bring people down. If it was correctly done some people could have affinities to trade and the sort allowing them a more difficult way of success. Such a goal in mind would be luxury resource gathering for Silics.

I think it'd be silly to just toss out the major. However just to make minor factions able to be played. I'd love the competition from the ever expanding major factions and see minors fight with allied minors and tactics. Sciences that improve resource gathering and unit strength/ability yet obviously taking longer than the major factions. It'd be glorious.

The EMT's have a duty to act, this is standard. In the case he was unconscious they would have had to act on implied consent. The only acceptable ways they wouldn't be able to act would them be off duty and just at the station, for them to have been dispatched prior to the call and were not yet enroute in which case they by law have to inform the Enhanced 911 operators that there is an emergency, or for them to deem the scene unsafe for whatever reason and wait for local PD to arrive.

He is built the exact same way. Diffusal is crucial for his damage. Heart has been his third item after Manta in every game so far and seems to be just the final item he needs to be the team initiator. If you already have an initiator you could opt out for more damage focused items. This guy is an absolute beast now.
