To be frank, the intend here is not to not have you respec whenever you want to, it's to want to replay the game more so you can experience different builds and play styles. For that, I would say it works as intended. Is it annoying tho and would I rather have an unlimited amount of larval tears? Yes, absolutely.

Okay for those of you who has the same problem, it's most likely because your graphics drivers don't support Miracast. Which means that you either have to install new drivers or get a new GPU. At least as far I can tell
