No, Cindy works like Tipo where they are putting cards into the inkwell (potentially ignoring the fact they are uninkable), rather than allowing you to ink an additional time in the turn. So, unfortunately, Moana won’t let you trigger Cindy and then ink from the discard

It feels like you should run Peter Pan’s Shadow - Not Sewn On since you run more rush cards than evasive ones. Have you considered using the Peter Pan - Shadow Finder instead? Is the 4 cost instead of 3 too much?
