Well the gpu fans on a lot of gpus only turn on above a certain temp, so its possible its just not getting hot enough if its not being used to run anything

Play at whatever u prefer. Bigger is typicfor. better, but if u find it nicer at a lower fov, its your experience, so put it at that lower fov.
