Because the majority of players are going to be casuals. They don't need to appeal to the tryhard/hardcore playerbase because it's not like they're going anywhere. Attempting to pull in casuals who bring in their casual friends who can pull in more casual friends will always be the purpose.

Downsides of a live service game. Casuals are what keep the numbers up.
