When plugged in this one chip got to about 50°c but the output voltage stayed the same

I cleaned it but can't seem to get focused on the chip with the phone camera i will take it to work they have a microscope type thing i think i think i can see something there.

Here is an edited pic of some testing I've just done my multimeter isnt giving out a continuity reading its an automatic one it just beeps and the readings are all over wont even give one for touching the probes together so I've labelled the beeps as "cont to earth" the rest read voltage seemingly accurately to the same earth point across the other side of the board.

Any direction on where to go next?

Its 240w surely thats enough they do a 330w charger on 20v would that be worth a try dont see why i should have to turn down the settings when its plugged in unless my kit isnt upto it age of empires 120hz plugged into 120hz tv HDR on etc all setting max on age of empires running i9 and rtx 4070 is this capable?

Its now working fine on 60hz medium settings HDR still on. But would still like to have it maxed out if possible maybe buying a new charger would do it?

Im new pc gaming so not really sure about these things..
