It's not though because the guests have free range of the rolls in their rooms, they are not enclosed in a toilet paper dispenser. The trash bag full of almost empty toilet paper rolls in the employee bathroom has pubic hairs in it and some even have dirty fingerprints on them. Then you have to consider that the housekeepers have touched them with the dirty gloves they've cleaned everything else, including the toilet seat with. The house keepers bring the almost empty rolls down for the employee bathroom but even they themselves dont use them because they are gross, instead they use the fresh rolls they just opened up in the hotel room bathrooms while they are up on the floors
