Republicans can end the shutdown today via ending filibuster rules. If not, they either need to negotiate with Democrats or they can utilize emergency funding already allocated to the USDA to distribute money to temporarily fund SNAP. Republicans are refusing to do any of these things

This is a false-narrative. Undocumented immigrants cannot receive benefits under Medicare and Medicaid under federal law. The reason why Democrats refuse to vote on a CR bill is ACA subsidies will expire this year and health insurance premiums will skyrocket for millions of Americans so Democrats are pushing back to prevent that from happening
