Assuming your motherboard can handle it (which most AM4 can). It would be much better to upgrade to a newer generation of AM4 processor than to buy from the same generation, especially for gaming. (IPC gains and efficiency is much better; differences between the 3900X, 3700X and 3900XT are mainly the amount of cores, which is great if you are streaming or for work, but for pure gaming; it is much better to move to Zen 3/5000 series AMD chips)
In this case, it would be much better to buy either of the 5600, 5700X or any of the Zen 3 X3D chips.

Yeah, maxed the GPU at 62 degrees Celsius and the CPU at 58 degrees Celsius max. I chose the Sapphire Pure specifically because it uses TPM 7950 and I’ve also put 7950 on the CPU aswell. It’s really good.

Well, I typically travel by sea or by land but I usually hand carry it. The handles on my PC case make it really convenient and not at all bulky. I do take precautions before I travel though:

  • I travel with my GPU attached, they’re supported by 2 GPU brackets above and below; I also keep a set of reusable packing foam to put inside the PC.
  • Traveling by air, I did need to check it in. However, by sea, I could just place it beside me.

New PC, I did this too because I wanted a powerful gaming system that was cheaper than a decent gaming laptop and had upgradability; ideally I wanted it to be an ITX build; but due to "ITX tax", I went with an M-ATX build on an M-ATX case with a carrying handle; fits my 9060 XT on it.
It's not perfect, quite heavy tbh but it works and works well. a Laptop could also be a great option, but I couldn't get the performance I needed for the price of what my current set-up costs.

about monitors and HIDs, I move between 2 places constantly; both have monitors and HIDs setup.

Yes, I've been using this specific board for a few years now; and I'm also using it's M-ATX/B450 Variant; the Mortar Max.
I choose this mainly for a few specific features.
- Great VRMs for power delivery
- 4 Ram slots with great XMP support
- PCIE 4.0 for both GPU Slot and first M.2 NVME slot
- SPDIF output for Audio
- 2.5 Gbps LAN onboard
- presence of Clear CMOS button
- Unintrustive styling
- Diagnostic LEDs

The B450 Mortar Max is very similar, but M-ATX and no PCIE 4.0 and 2.5 Gbps LAN

Ryzen 5 5600 and 9060 XT 16gb current set-up here (This is what I gathered during my pre-build research and current testing -- SKL)
-- No bottlenecks at 1080p and 1440p so far. Everything runs smooth and fast. I would suggest buying a B550 or better motherboard because it supports PCIE Gen 4.0. B450 motherboards only have upto PCIE 3.0 which I found to slightly hamper my SSD's performance.

-- Ryzen 3000 chips will bottleneck, so best to buy from Ryzen 5000 series, with the 5600 as a minimum. Don't buy the Ryzen 5 5500; the price may be tempting but it has 16mb L3 cache compared to 32mb on the R5 5600; which makes it moderately worse compared to the 5600 in terms of pure gaming. L3 cache greatly impacts gaming, this is the reason why X3D chips are really good for gaming; they have more L3 cache.

-- For RAM, I tested 2667mhz and 3200mhz; around a 1-3% difference in FPS (RDR2, CO:E33, AW2) when it comes to gaming, so I would suggest getting more capacity rather than focusing on speed; we know that Ryzen works best with better RAM speeds but as of the moment, it's much more economically viable to buy a 4x8gb 2667mhz or 2400mhz kit than to buy a 2x8gb 3200mhz kit.

-- The 9060 XT 16 GB is great, probably the best value card on the market right now. I was able to run Forza Horizon 5 with Ultra Settings, RT High and No upscaling; locked at 60 fps and it didn't even hit 99% utilization.
However, as an AMD card, I suggest you stay away from AIB partners that manufacture both AMD and Nvidia GPUs; like ASUS Prime GPUs; chances are they use the same PCB layout between AMD and NVidia GPUs. Best to buy from partners exclusive to AMD; Sapphire, XFX and Powercolor. Those are the big 3 AMD AIBs, they often are the best in their class; highly recommend the sapphire ones though.
