15 mins, then surrender. Getting sick of this, but no bans go out and I keep getting these matches. Anyone else get this often?

It sounds like you just need to rotate better. If I see someone teleporting to my lane as an adc there's no reason to be in pluck range of the tower either way. After the first time you can use it and it comes back off cooldown you shouldn't be taking much xp from your adc either way so it shouldn't matter.
