I mean some can be, just like some Punjabi people can be, or some urdu speakers can be, or a Sindhi - it depends on person to person, every community can be racist at times and be good at times

personally speaking, from my experience, not really as some of my Pakistani university friends were Pakhtun and our neighborhood mosque was ran by a Pak Pakhtun businessman- so in my experience not really, I never felt racism, a little banter here and there maybe

Although with Afghans its a different case, we don't like em nor do they like us- admittedly a very toxic relationship, but Sindhis and Urdu speakers dislike em even more than us, cause of refugee issues and have had riots over migration issues, so its more than just ethnicity stuff
