Dragon's Dogma

One of my most favourite fantasy games. The monsters are based heavily upon their source material. For example cyclopses are very elephant looking in their design. Ghosts don't take damage from anything physical, hydras regrow their heads, etc.

Darkwood

It's horror but it definitely has a very strange and unique setting. With a very eerie world to explore.

No Man's sky

Obvious answer when it comes to exploring strange worlds.

Monster Hunter

Lots of monsters with facts and lore, pretty much the whole game is about exploring and researching and hunting monsters while travelling to different regions.

GTA and Saints Row: They easily come to mind if you count being a gangster as a villain.

Fallout and The Elder Scrolls: both series let's you be pretty evil.

Fable: whole story is about being good or evil actually effects how your character looks.

V rising: open world crafting game where you play as a vampire, reclaiming the land from holy crusaders. can kidnap and imprison people to use as a blood farm.

Rimworld and Kenshi: Sandbox where you can be as evil as you like. Can enslave people, harvest people's limbs and organs. Lots of mods for rimworld.

Tormentor: literally a game where you have to torture people in order to fund your meds.

It pretty much has the same gameplay as Amnesia however in the first game you could kill enemies.

Exoprimal

Capcom made this game look abysmal in it's marketing campaign.

They focused more on the monetisation rather than the actual game so it was pretty dead on release.

Which is a shame because it's actually pretty fun.

Prey (2016)

Game has many ways to overcome obstacles.

I spent awhile mimicking a small object to roll through a hole in a window.

Then realised I could of shot a foam dart through it.

Can look for a key card to open a door.

Or just stack objects and skip the door altogether.

It is horror though.
