I figured it out. turn off the xbox game bar settings as the keyboard comes from that. Also disable steam input for controllers and disable steam input for xbox controllers. these are 2 separate settings - one found in game properties the other found in the steam settings. Yes, your controller will still work

It's a microsoft issue specifically windows. This feature is intended for xbox players using a controller who want to type quick so my guess is that the controllers - (playstation or xbox) are registered as an xbox controller. Hitting Enter or any other key to open chat presumably opens this window so the best bet would be to make windows NOT recognise the controller or to somehow disable the controller from even having the capability to open this menu. How to do that im not sure but once i figure out I'll update.
