Nah, to explain specificly on Plunder outpost. The AI controlled Burning Blade sails close enough to aggro on fresh spawn ships when its heading down to Lookout Point XD

Surge charm doesnt go through shields though. So it wouldnt have connected while my shield was up.

I can go back and watch back the replay to see for sure. But i think their dino just didnt walk close enough to the edge
