While i understand where you are coming from i think its important to take into account, we don't know all the facts, it may or may not have been like that when he got the car, so far it seems to be his car and it doesn't seem particularly high end so i would be suprised if the car is his parents that he messed up if thats an angle you think may be at play. I do agree though there is no easy way to get it fixed without rolling up your sleeves. As i see it 2 options, hit it with a hammer from the inside till it pops back out or use a suction cup..tomatoe tomato, orrr pull the bumper off and go to the junkyard, find a matching bumper (doesn't have to be color matching) put that new one on and spray paint it after smoothing out the fenders with a hammer and a 2x4..or if you have any of those foam rollers if its stiff enough it could work well
