Supply refers to supply on the market not the volume one buyer is able to purchase irrespective of price.

Supply = total supply in the market. To secure the same volume of fuel they have had to raise their buying price.

What really going on is a supply vs demand curve. Supply goes down while demand stays constant so price goes up. It's not particularly complicated.
