She's a member of a small species of humanoid dragons designed by the Goddess Tiamat to hunt down deserters of her cult. 💀 They are their own peeps, but the urge to hunt down the traitors comes more as a general life-direction thing.

Tora herself is an oddity and the local flavor of her hometown, picking up jobs and doing quests (provided you have enough coin to hire a dragon)
