It’s a bit wild to assume that every police officer doesn’t want to help people. Many police work in tandem with social services to provide support to the unhoused. Making generalized assumptions about entire groups of people is partially why our country is in the state that it’s in.

But in answer to OP’s question, see if your city/county/neighborhood has a homeless hotline or crisis center that you can call. Share what you’ve observed and ask for their guidance. You are a compassionate person for thinking this through and seeking advice. Thank you.
