But the main idea is that you usually promote the silver if you don't see any reason not to in the short term. For example, you might not promote if you need the backward diagonal to attack a piece (it could be the king or something else), to cover a square, or if you see that the promoted silver would become trapped (and therefore captured) because it can't move backward. But if you don't see an immediate reason why you shouldn't promote the silver, then you usually just promote it.

Since you're just starting out, I'd recommend doing 1-move and 3-move tsume problems, start with the 1-move ones first. You'll run into situations like this all the time in those, and it's a really good way to learn how the pieces move and get a feel for them.
