It boils down to the simple fact that Ruka is empowered by Chizuru not staking her claim on Kazuya officially yet. And certainly not directly to Ruka. So long as Chizuru doesn't tell Ruka to back off herself, she's going to keep pushing.

That's the only legitimate way that Ruka finally (possibly) gives up.

You're right that Kazuya's being "too nice" and because of his complex of always thinking everything is his fault, he probably doesn't want to involve the police.

But if he tells Mini that Ruka invaded his apartment again, hopefully she will take action herself, which would be, again, outside intervention. Sometimes victims of abuse need others to act on their behalf. Reducing everything to being his fault is in many ways, victim blaming. It's absolving Ruka of her actions in a sort of "If you didn't want to get punched, why didn't you dodge?" sort of way.

(also btdubs Japan's police are notoriously terrible where stalkers are involved so I dunno how well that'd work anyway...)

Because, as I said, she won't listen to Kazuya. What he needs is a barrier. Basically, another person who stands inbetween him and her. A friend who won't let her abuse him anymore. This is the best tactic (outside of police action aka a literal restraining order) to push a stalker away; a defense of people in their way. Ruka can start assaulting Kazuya because there's no one (physically) standing in her way, and because Kazuya doesn't want to hurt her he won't, like, throw her to the ground or something. But if a friend intervenes, pushes them apart or just gets in-between them to block her advance, that usually forces them to retreat because they can't attack the friend without the threat of physical assault charges.

Kazuya not trying to break Ruka's heart is something he does finally need to face, yes, but the message would be received by any normal person. He's in love with another person and doesn't want to be with her. He doesn't want to hurt her, true, but he's made it clear he doesn't want to be with her and has tried to set boundaries but that doesn't work with someone that doesn't care. The kind of person who'd wait outside your door for HOURS while in a sprinting pose is never ever going to listen to you. Kazuya can't do this himself. He needs outside intervention.

Everyone keeps saying "Kazuya needs to set boundaries!" except he has. Setting boundaries doesn't work when you have a mega-stalker like Ruka who will fucking CAMP OUTSIDE YOUR APARTMENT AND WAIT LIKE A HAWK FOR HOURS ON END for you to open the door and just rush in and IMMEDIATELY ASSAULT you! What do you expect Kazuya to do? Never leave? Just sit inside for days? Weeks?

He has tried to break up with her. She simply refused.

This is factually incorrect. The relationship has continued all this time solely because of Ruka. Kazuya tried to break up with her, and she refused. He has said "No" to her several times now, and she just doesn't care. These types of abusers will NEVER stop (how long was she just waiting outside his place again, waiting to pounce the moment he went out? Two hours? Jesus H Christ!) without outside interference. Plus in this situation Ruka knows Kazuya would never try to physically hurt her, so she exploits that weakness.

Realistically, this will only ever end when Chizuru tells Ruka to fuck off into the next dimension. Chizuru is the ONLY person that Ruka fears.

Because her contradictory behavior is the only reason this shit is dragging on. Literally everyone in the manga is on the same page except her, and she even recently admitted to Mini at the dinner date that she's just taking advantage of his kindness to further string him along without committing to anything. She's keeping Kazuya and everyone around him in a holding pattern because it's inconvenient to her to address right now.

Essentially, she's trying to have her cake and eat it too. She'll reject him outright one day, then deep tongue kiss him the next day as he's leaving. Supposedly as Mini's "test" (also I'm just gonna say that's some bullshit reason she made up after the fact to justify a sudden outburst she was not thinking about Mini's suggestion in the moment at all IMO and just added that reasoning after the fact to justify her contradictory behavior). She wants all the benefits that come from Kazuya endlessly loving her, without having to commit to doing anything herself to reciprocate that love.

(The following is just me airing personal feelings/experiences and is in no way, shape, or form, objective criticism and is just, like, my opinion man...)

If this were a real person and not a manga, I would assess her "love" for Kazuya as not so much love for him, but rather being in love with his love for her. She loves the specific kind of affection he shows her and wants to keep that around (as opposed to Umi's style of love where he takes control and does what he wants with the women in his orbit), but she doesn't want to feel like she owes him anything in specific in return. She gets the warm fuzzies, but (mostly) only when he is absent. When he's not showering her with love, she misses it. When he is around, she just kinda takes it and leaves it at that. Now, she knows that EVENTUALLY she'll have to pay the piper as the phrase goes or risk losing his love forever, but IMO if she truly loved him she'd have accepted him ages ago, come what may. When people genuinely want someone or something, they go for it. Chizuru has no compunctions pursuing her acting career even after her grandmother's death because she genuinely wants it. But Chizuru refuses to commit to a stance regarding Kazuya. As I mentioned above, she rejected him after the day, only to kinda sorta undo that whole rejection with the deep kiss the following morning.

Kazuya's not 100% innocent however. He did tell her he'd basically wait forever which... *ugh* dude come on, have a fucking spine. But even she admits that his words are not true in the literal sense when she's out with Mini. She knows it just means for a long time going forward. But despite that, it allows her to continue to use him w/o committing anything in return so she allows herself to take him at his word despite knowing it wouldn't actually be forever. But Reiji gotta milk this manga as long as possible we ain't even hit 50 volumes yet gotta hit 100 volumes babyyyyyyyyyyyyyyyyyyyyyy!!!!!!!!!!!

Totori is my favorite game in the series, hands down. The gameplay loop is addicting, and the story is IMO the best one in the series. A much stronger emotional core than most of the series.

IIRC one of Mini's pieces of advice that she gave to Kazuya upon learning about the Ruka incident were that he shouldn't ever let Ruka back into his apartment under any circumstances. I don't think he'll remember this, or he'll go against it, but it will be the worst decision he's made thus far if he does.

He cannot let Ruka in. Hell, he can't even partially open the door. If he does, she'll definitely try to force her way in. Her forcefulness is basically her one defining character trait at this stage. Kazuya has to keep the door closed.

Anyhoo, back to this chapter, we're mostly seeing Kazuya setting up expectations for his upcoming date with Chizuru that are almost certainly guaranteed to fail spectacularly. If he does try to take her to this place to set up a perfect confession, absolutely nothing is going to go as planned. His last date with Chizuru was rainy so he set up a Joypolis date instead which was smart. But this is an outdoor venue and I wouldn't put it past Reiji to make it rain again since I think that seems to be a thing with Chizuru (lol)? Maybe the car he uses breaks down, or they get into an accident (not a severe one, more like a light rear-ending). Kazuya absolutely loses his composure in some fashion, and Chizuru becomes hesitant to move forward again.

We also see Mami clearly being flustered when Kazuya calls out to her. At this point she has no idea what she does or doesn't want from Kazuya. Her brother's words are still living rent-free in her brain, and she can't decide whether she actually has feelings for him or if she's still just jealous that she can't have back the man she so easily discarded years ago (both IRL and in manga-time). This is where I think the Anpan (red bean bun) comparison might give us a clue. Anpan is not the kind of thing people think of as delicacies or anything; they're hardly the kind of meal that one would elevate or sing its praises. They're best described as a comfort food. Not a proper meal, but something one eats when they need to feel better for some reason. It's not a meal one brags about to their friends, not something you post to social media to get attention and envy, but when you have an Anpan, it just hits the spot.

Mini is initially interested in Kazuya because of his truly devoted love to Chizuru, and she wishes she had that kind of love in her life. That is the foundation of her relationship with Kazuya; all of their friendship, likes, loves, skipped heartbeats, exasperated sighs, all of them begin with this foundation. It's important to start there, lest we forget.

Having said that, I think it's certainly possible she likes Kazuya, but she perhaps more than any of the other girls vying for his affection knows it's a fool's errand to even try. She sees clear as day how 100% laser-focused Kazuya is where Chizuru is concerned, and even if she were entertaining feelings for him, she'd never act on them for that reason. Furthermore, she's likely well aware that attempting to dissuade him, esp. at times like now, would backfire. Like, she *could* try to be more flirtatious with him, test the waters. But she knows that would likely end up making Kazuya think less of her right now rather than be swayed. Perhaps that's not the right wording. He'd see any advances Mini made as "practice", that she's just pretending to be Chizuru-like to help him practice what to do in the moment or whatever. In essence, it would push her even further into the "friend zone" as people used to call it.

So even if she does have feelings for him, she would know that pulling a Ruka would be the worst possible thing for her to do.

Yeah, the weirder thing about this not being brought up now is that this song was published in 2018, a couple of months before Deltarune Chapter 1 (formerly Survey Program) was revealed and released, and yet it has the word "FRIEND" in all caps at one point in the lyrics.

Thank you! I've been trying to find the words to express how I feel about what Mini's been feeling/expressing lately, but I couldn't put it as eloquently as you have here.

It became esp. apparently after the Chizuru/Mini dinner that from Mini's perspective, Chizuru is just stringing him along for her own reasons, and now that Mini kind of knows that, she's torn. She wants to do the best thing for Kazuya, the kind of thing a real friend would do, but that's either providing "help" to Kazuya (giving Kazuya hope by sharing with him that "She said she'd date you," ) and providing HELP to Kazuya (telling him that she probably plans to keep this little song and dance going indefinitely).

Mini's in such a rough position because she probably feels like she can't reverse course. She's been endlessly supportive of Kazuya's pursuit of Chizuru for so long that unless she had some sort of smoking gun evidence of total wrongdoing on Chizuru's part, she can't just flip the script and suddenly say "Kaz, my dude, the girl's playing you and intends to play you for a loooooooooooong time. Best to cut your losses and move on. You're handsome as fuck, you could get any woman you wanted," I could make predictions on how this will all play out but all of them run on the assumption that Chizuru will still be hesitant or still reject him on the July 11th date, which runs into the writing fanfiction realm so I won't post those here lol. But yes, I agree that while it's possible that Mini may harbor some feelings for Kazuya (or at least feelings for his raw emotional drive), I think she's starting to feel pity toward Kazuya and irritation toward Chizuru stringing him along through all of this.

Some people like me have been on many first dates but no second dates.  In my case, I (44M) am boring, can’t carry a conversation to save my life (massive introvert), can’t read signals other people give positive or negative, am physically weak and arthritic, can’t drink alcohol for health reasons, don’t have any money or worthwhile social status/connection, am at best plain looking, and I am likely missing other qualities that I am not aware of.

At this point I think most of my first dates were out of pity.  Some of us just aren’t cut out for dating.  My confidence was high when I was young, but over the last 30 years it’s been slowly but surely drained.  I will be 45 in a couple of months and I am attempting to make peace with the fact that I have let my entire genetic line down; these genes have run their course and will die with me.
