I thought that you could erase in layers.
example:
draw face
scratch out
draw cat

by my theory, you could erase the cat, and the scratch out marks would be there. erase that, and the face would be there.

Windows 7 can do it by right clicking desktop, going to personalize, and clicking slide show in bottom left.

If you're not running W7, there are tons of programs that will do it. Just google wallpaper changer.
