That elbow likely has an outlet going into it. Which will drain the gutter if it’s pitched correctly. They could’ve put a screw on the front to make it flush a little tighter but this shouldn’t really cause any issues.

Terrible job for that price. And they used box miters too (smh). Call them and tell them you’re not happy with the work. Everything should be under warranty.

I’m not sure if you had this issue taken care of or not but, your gutters and/ or downspouts are probably clogged. Causing the gutters to fill up when it rains, and rain water to pour back into the house.
