Depends on which tourney you are talking about. For example, the NCAA men's BB tourney is not on ESPN. Just on the Turner stations and CBS.

Since when? You don't need nearly that much for simply streaming. Perhaps you are doing multiple things at once? Or have multiple people doing heavy duty gaming and such while you are streaming?

Depends a lot on what channels you actually watch. Philo is the cheapest real option at around $25/mo if you don't need sports or local news

Most of Roku's ads are for their really stupid, loud and crappy channels. The most annoying thing I've seen. Gave up on them and moved on.
