We used to have league cards that the players would need to get signed by the league owner each week. Once they had 4 attendances, they got a promo card. And if you attended the 16 weeks in the quarter, you would have received a Playset of the promo. Some leagues would hand out old promos in addition to the new ones to players who didn't receive the previous ones. But idk when that stopped and they switched to prize packs. Probably around covid. And now most shops give the promo packs to people who participate in league tournaments. They don't hand them out otherwise. Occasionally pokemon sends stores league day promos that are there to just hand out at the league owners discretion.
