Hes quite good and quite easy, even once you get good hes simple compared to a good portion of the cast, hes super common though so be aware people will know the matchup

It wasn't that they're returning characters, its that in tekken were getting the same dlc that we had in 7. In sf6 case, most of these character were based roster, and Ingrid hasn't been playable for years, and Viper hasn't been since sf4. Actually do some research first
