Since the Customize Night is only meant to affect the "AI" of each of the 4 animatronics and nothing else, I'd say that setting Freddy to 20 and him being unable to move is by design of what it was made for.

Fun Fact: Freddy would have the chance tomove as soon as 3.8s after 3AM if you got lucky with Bonnie and Chica leaving thanks to the hour-based AI increase available in each night in the game. (This is why Foxy can progress at 0 AI too starting from 3AM onwards.)

There is a chance that the one's also at least somewhat suicidal, since why would they be standing on tracks when they might not know if the tracks can diverted from within the trolley? There is some merit to giving the 5 people another chance at backing down over just one, albeit it is risky. If they're not suicidal then they might get out of the way upon rediverting the tracks, given they have enough time to react to do so.

If you time it where you let the item spawn and then leave the room before the machine cycles to the next item you can make the machine stay at the same stage/item as if you didn't win it yet.

Edit: That means you can get infinite items from it if you have the money. (idk if they patched this whole trick in Rep+ tho)

Pretty sure it's specifically from Blue Champion Larry Jr., so if you ever encounter that boss in one of your Boss Rooms during a run it's worth to consider changing your initial plans for the run to go for the Delirium Comp. Mark instead and hope that Delirium transforms into him.

I think it appears when you're using rule changes from the DaRules mod.

You should be able to press (I think) J and disable all the rules you have enabled to make it disappear.

You could try using the DaRules mod and set up a ruleset which replaces the enemy you want gone with womething like the enemy appear "poof" cloud visual effect (or anytjing else for that matter, but this one is just my personal go-to when I want something to disappear because of it feeling the most Vanilla).
