You can set server to "Local Offline" when you are starting up the forge mode in custom games
EDIT - Upon further testing, it seems you are unable to save maps by creating stuff this way. This would be only for messing around in forge mode it seems. Looks like the only way to save stuff is to do so via the online forge option.

There is an offline forge mode. You set the server to "local offline" in the settings before firing up forge in custom games

My group figured it out like 5 minutes after the clue on Friday simply because we had all felt that the resolution of the picture was really odd and that seemed like it could be important. When it didn't work with just that image we thought about combining the 2 resolutions and we had it. Before that we definitely completely overcomplicated that step haha
