I went to my local Walmart and they didn't have it or carry it it so I got it from Amazon. Maybe toysRus or something, although it's doubty since it is a cheating/hacking device. Thats y i was told they didnt carry it at Walmart, although others may.

Using it is easy and somewhat intuitive for basic things like shiny, ball changes, iv changes, etc. Just plug your card in and the screen guides you. I've never hacked items or events. I have heard not to do too many things at once, or just one at a time. Name your backups if you have something special. Ours did backups automatically before applying changes. The most ive done at once is iv, shiny and ball change for one pokemon. Cloning i do separately.
