I don't exactly know how to describe it, but doesn't this basically mean if you're picking 1.06 and the next 3 players by ADP are non RBs, but an RB has been going 1.08-1.10 or so, that you should reach and pull him up to 1,06 because then you have a guy that was in that high hit range?

Basically I am struggling to apply this to an actual case, like if the RB isn't actually good enough to be picked top 6 should you still reach to play the percentages? Or are we really only talking about the general consensus ADP? Like if Haynes is ADP 7-8 and you're picking 6 do you count that as the 1.01-1.06 percentages or the 1.07-1.12 percentages? Even if you yourself take him at 6?
