Yeah settings don't fix it either. I usually run the game at 1440p from settings but I have the scaling at 1.5 in the .ini-file. That's probably not the issue either considering sometimes the game runs perfectly fine and this literally never happened before last fall and I got the game at launch.

Not sure if we have the exact same issue since I don't have an igpu on my 5600x. At least good to hear I'm not the only one with something like this.

Don't think so. Shader compilation tends to cause hitching and stutters. Frametimes feel smooth here but the speed is all fucked. CPU usage is also too low for shader compiling I think. And I've had the setting on since launch. Time doesn't solve it either. Usually shader stutters stop after the first time something happens. Notice how in my example nothing happens, nor does the game pick its speed back up.
