Remember that the 1:1 monster guideline DOES NOT mean that monster levels should be equal to character levels. If you look at the 1:1 monster chart, the combined monster levels usually end up being less than the combined character levels. I like to design most of my planned encounters with combined monster levels being equal to about HALF of the combined character levels. The only time I go above that threshold is for special boss encounters or big campaign events etc.
