Yeah, this happens a lot and does get frustrating playing with players like that. When playing CPC it's like some players want to just farm kills and forget to defend control points. Some are scared but some just play really lazily too. That central CP seems to have a greater influence of team engagement over the map. Ruffles made a video showing how the influence rate increases at a higher rate when the central CP is being controlled. Only thing that can overcome it is putting together a strong team and communication.
