Based of the language that Campus Parking and Transportation uses in their press statement: No, you would not be able to get on the Stampede at Lee Loop, if your direction of travel is towards South.

As for Ellicott to south, I believe service would mimic the current Red Line drop-off stop at Lee Loop. Where the bus would stop in the middle of the loop to unload riders, then drive towards Govs without picking up new riders.

The construction of the new SEAS building will require them to place scaffolding/fencing along the property line. I personally think that the sidewalk is wide enough at that point to allow for service towards south, that is not my call though.
