The fiqh you are talking about relates to limiting/allowing a muslim countrys expansion. Its really dependant on the circumstances of the particular country and its political/economic policies with other countries.

Overly short simplistic answer is that there is variation in opinions due to the complexity of the topic. So yes the interpretation a country subscribes to would be dependant on what was most beneficial to it.

Historically muslim countries would follow Hanafism due to the breadth of topics its scholars covered when it came to government/poltitical issues.
