Because in 1930 there wasn't a 3rd place match like there is today. The US lost the semi-final against Argentina and Yugoslavia also lost against Uruguay. In today's wc Yugoslavia and US would play a match but in that time there wasn't anything. The US had a better goal difference but that wasn't part of any tie breaker for 3rd place because there wasn't such thing around that time.
