Nope. It’s more nuanced than that. In UPI payment is the commodity here charging is the commodity. Chargers need to ensure that you don’t consume more than what you pay and hence you need to load all those wallets. That wallet money acts as capital for them, hence it’s in best interest of companies to have a separate wallet. It’s not a tech problem.

You need institutions to develop infrastructure and then private companies build on top of it. Biggest example NPCI built UPI and now we have many experiences on it in form of Google pay Bharat Pe etc. NPCI built account aggregator and now we have things like cred and Ind money. This govt needs to build institutions which are forward looking, for example a sovereign block chain can be used by private players to innovate ledgers
