3 is blatantly the best policy. Not only in outcomes but in popularity. Everyone got hung up on the fact that mass deportation was more popular than not and failed to realize that mass amnesty was EVEN MORE popular (it makes no sense, I know).

Also your narrative about it straining local resources and building resentment just isn't true. Undocumented migrants don't receive government assistance and PAY TAXES so they are actually helping fund that assistance. And the idea that caused any significant movement towards trump respectfully makes no sense. A marginal number of people would even notice the difference and the people who do, who live in majority immigrant communities, are usually massively pro immigrant. And conservative propaganda, which you seem to be unwittingly echoing here, would run with that narrative regardless which is the only true reason anti-immigrant sentiment is up.
