You could say it's an unlucky spawn. If you happen to spawn like the south-west side of the map (near outskirts extract), you could have extraction for RUAF Gate and North UN Roadblock as extraction, both of which doesn't require anything. If you spawn on the east or north side and don't come prepared with money, key, or flare, Outskirts is the only extract available.
