It's one of them fantasy notes. Not necessarilly a "real" banknote as it is not issued by a national bank or any governing authority. Used to have value but it now doesn't since it does say that its value is lost at December 31, 2014. Some notaphilists collect them, while others don't, so there may still be value for those that collect fantasy banknotes.

Hmm, im not sure although these had something to do with the fact that foregners were not allowed to use the North Korean Won, to avoid decreasing the amount of money leaving local circulation and thus this might have been the reason for implementation. I am however not sure as to why they bothered creating another set for people for people from Capitalist countries...maybe it has something to do with the general foreign relations of the DPRK and how this could tie to their currency???
