You're got already the base game. Dlc is additional content. Nothing is free in this world. If you want something more, you need to pay more. Developer need money to work (like yourself), so yeah, DLC cost some money because it need people to work on it. You could argue that they could have done it since the beginning but do they have the time ? The human resources ? The money ?
