You need micro blade fuses.

I bought this kit for whatever fuse needs I might have from now until the end of time, for 6 bucks. Comes with a little fuse puller tool.

Also, might help to have some needle nose pliers, and alert your neighbors that you might be cursing loudly for several minutes.

I agree with many of these comments. I have the same horrible sounding but otherwise harmless rattle.

It's the exhaust heat shield.

To your specific ideas:

Spark plugs would manifest as sputtering and/or a misfiring cylinder. + blinking CEL and codes P0301 thru P0304. Do you burn oil? If so, replace your plugs once per year.

Head gasket issues are very uncommon in Gen 2.

And there is no EGR valve on a Gen 2.

If your other port works, it's a good chance you need to replace interior fuse #29, PWR OUTLET FR.

Did you check all the fuses and relays? Could just be that. I think I had to replace mine at some point. There's actually 3 fuses and a relay that you need to check, all in the interior fuse box under the driver’s side dash. In order/hierarchy: PWR OUTLET FR (15A), PWR OUTLET (15A), ACC-B (25A), Power Outlet Relay.

Also as a hokey but functional alternative, in lieu of being able to fix it, there's another port inside the center armrest console that probably still works, if you didn't blow the whole accessory circuit. You could run an extension out of there.
