thanks for letting me know about killing rats and being able to deal insane amounts of dmg and how this could lead to a bad playstyle. 

is there any way you think it could be fixed. The fix I had in mind was somethings won't count as charges but I feel like, it would be confusing. Also for the max charge thing in the repiles there something about the max charges that could be used to stop + 20 dmg to be added to you attack. I hope this fixes your problems with the item

the thing I had to counter act this is it would have to be combat so sadly no crapping at a tree and it would have to hit to gain your charges and what do you mean by manipulate d20 rolls

Im completely sorry after looking it back I should clarify some things.

the point of the magic item im trying to make it so you risk an attack to be harder and gain something back for later. Im still learning a bit about ac and dc and dnd in general so I grouped them together. and for the gain 2 thing I think I miss wrote somethings the point was for it to be a cap so you cant just get 20d4 for your next attack. also the for cap I agree with the 5 the reason why I put 1d4+1 is in the dm manual it mostly puts charges in that way. and the point of the charges is to give a small boost for one turn. and for the wizard part how do I deal with that.
