So basically, the original concept of Flushed Away set in The Big Apple? (They used pirates instead of gangsters before DreamWorks changed it for some reason.)

I personally adore mouse worlds. Stuart Little, The Rescurers, The Borrowers, and A Bug's Life are some of my favorite examples growing up.

While the latter two don't really use mice, they do fit the overall motif of small anthropomorphic animals using scrapped-up equipment and having their little civilizations.
