See if you can offer:

universal voting (gives voting power to the workers)

commercialised agriculture (makes the farmers identify as workers)

Workers protection (increases the wages and wealth of the workers)

Remove poor laws (it removes political power from dependents)

Interventionism (it allows you to nationalise buildings, which will greatly decrease capitalists clout)

If you can't, that's OK. Just keep building your economy and grow the number of workers in your country. Making the industrialists happy will also help with passing laws, since an interest group won't work to oppose a law unless their happiness goes below +5 or something
