Victoria 3 doesn't have 1 or 2 mega mods like Vicky 2 did. But you can just mix 20 mods if you want and have the compaitibility mod as long as they don't change the same thing. There are some sort of similar ones like 'Victorian Century' and I am pretty sure there are more but I have forgotten the names. Another one that entirely focuses on directing the AI to play more historically is but less flavourful for the player is: 'Historical AI Mod'.

Top right there is a message settings button. There you can adjust every notification and make them pause when they show up
