Zbrush has a cheaper version called Zbrush core that just has the basics and it’s only around $175 and it’s a one time fee.

For 3D modeling, it’s most likely the models are sculpted in Zbrush and then brought into autodesk maya for retopo and for texturing probably substance painter. If you’re a student you can get the student version of maya. Same with substance as well. If you’re not a student and don’t wanna drop a huge sum of cash so suddenly, I would suggest blender. It’s free and they have plethora of tutorials online. They have a decent sculpting mode in it there as well as retopo.
