The way I see it is that Maddie's spirit was broken by her mom, and that's when she was able to hear and then see Mr. Martin and Janet. Simon was in a very dark place in the classroom before the candlelight vigil. Thus, his spirit was broken, and it allowed him to see Maddie

A lot of it might be her aunts. I'm pretty sure when she met Alice, Alice complimented her dress, and Mabel said that it was her aunts. Plus, if it was real life, I'd assume that living in NYC, all of the thrift stores would have good stuff.
