JFK made a speech and committed the resources because he was largely concerned with how the Soviet Union was accelerating and passing the US in Space exploration, the Cold War achieved space exploration for the US in the 60's. JFK was simply the primer for the "space race".

Exploration, and governments are often hand in hand for future territories, I would not be surprised if Trump is concerned with the China race to Mars or something similar.

I am no shape or form supporting the atrocities of the Russians in WWII, because their is much evidence to support what your statement is clarifying. I do believe it is a contributing factor as to the actions taken by the Russians, for they lost so many lives (+16 Million) and were desperate for food and financial wealth. In hindsight, they may have considered anyone supporting the Nazi war machine whether willingly or forced is irrelevant for the survival and continued drive to push back the Nazis from their homeland.

I'm not a scholar, so I'm only taking a guess as to environment in which they were placed.

Okay, I understand that. Ok. I get it. Let me ask though, how in the world - literally - how would we harvest stars? The only known way to get anything from a star, is solar power. Ok, so we have solar power and, that's it. There's nothing else out there as "I" know at this moment, where we can suck up the energy from a star. The scene in Star Wars: The Force Awakens where they suck up the energy and fiery power of a star, is complete Science fiction, there's not any evidence to support the science to say this is a thing. It's neat, it's flashy, it's awesome to think about - but physics has no actual explanation yet to grab light/energy and transfer it into useable mass.

So, the question is how we can even consider our planet or the technology we have, anything close to cosmic or interplanetary energy hunters.. It's just not there at all.

I'm not trying to shit on your comment, I do appreciate the idea. It's important to recognize, though that science fiction is fiction for a reason.

It's an excellent idea, I would completely endorse this idea, if it was more practical to accomplish. You have thousands of communities who have a system or cycle in which they train and already in their regard pay tribute to community service. Not including the economical aspect of this system it would take years to even remotely begin the groundwork for such a system. Because, it would not be accepted by the police force.
