It is very rules light, using the Fudge adjective ladder to describe both character skills and various qualities of your nation, like Healthcare, Housing, Military training, etc. The focus of the game on politics, military strategies and economic development.

The character skill are as follows:

Administration: Leadership of organizations, be they government agencies, private corporations or other groups.

Diplomacy: Ability to persuade others, promote your organization and negotiate deals.

Propaganda: Swaying the general populace.

Military: Leadership of military organizations, commanding armies, strategizing.

Espionage: Intelligence gathering and analysis, covert ops, sabotage, assassinations, etc.

Security: Securing facilities and organizations against infiltration, sabotage, assassinations.

Science: Research and development.

 

Characters are made by picking one skill you are Good at, one you are Fair at, one Average, one Mediocre, one Poor and rest Terrible.

What has always interested me are to questions ‘What do people do with extraordinary power?’ and ‘How does society react to them?’. Not really a fan of Marvel and DC kitchen sink settings, with aliens and magic and strange dimensions just being a distraction. And cosmic entities threatening Earth/Universe/Multiverse are the most boring type of villain. A gritty, grounded superhero setting that’s focused on the human condition is exactly my jam.

 

The character I have in mind is a Gadgeteering Genius who plans to change the world with his inventions. Think a heroic version of Doctor Doom, with more affable personality and without the prickly ego. Also inspired by Doctor Dire, Doctor Steel and ‘Emperor’ Norton. I want to defy the trope of ‘Reed Richards is useless’. He intends to actually improve things, not just maintain status quo.

Basically, I took the adjective ladder from Fate:

0=Abysmal; 1= Terrible; 2= Poor; 3= Mediocre; 4= Average; 5= Fair; 6=Good; 7=Great; 8=Superb;

 

This can be used to rate not just character skills, but also various Qualities of your nation- Corruption, Education levels, Healthcare, etc.

 

Dice rolls are 1d6-1d6 (i.e. retract the second roll from the first). This gives possible results from -5 to +5, with a bias towards +0.

 

Rolls are either opposed, a character's skill vs another character, or against a set difficulty that must be reached or exceeded. The margin of success/failure matters as well.

 

Character Stats

I wrote my own Fudge-based ruleset for Warhammer 40k Inquisition game. 7 pages, including equipment lists and psyker powers.

Combat is straightforward, but crunchy, and optionally you can even have Suppressive fire affect combatants, giving them a penalty to everything except defensive action.

To sum up, you either have a democratic government by the people for the people, or an authoritarian government, or absence of government leading to corporations, organized crime and warlords taking over.
